Laraine McKinnon runs strategic consulting firm LMC17 and is a retirement readiness strategist specializing in defined contribution plans. Laraine spent 23 years at BlackRock and predecessor firms Barclays Global Investors and Wells Fargo Nikko, where good fortune landed her as one of the first investors in target date funds. Laraine has since worked with hundreds of plan sponsors across the country to help them redesign their 401(k) to deliver better outcomes in retirement - and in doing so has helped millions of employees save billions of dollars. Laraine serves on the Advisory Board of Betterment for Business, a leading robo-advisor, as Advisor to Emtrain, a CultureTech company bringing diversity, bias training and sexual harassment prevention to the modern workplace, and as President of The CLUB Silicon Valley, where she also runs an incubator for women's leadership.

Brad Huss has been practicing in the employee benefits field for 40 years, and his practice is primarily in the areas of ERISA litigation, fiduciary responsibility matters, qualified pension and profit sharing plans and Department of Labor investigations.
Brad has been listed by Best Lawyers in America for Employee Benefits (ERISA) Law and ERISA Litigation continually since 1995 and was name Lawyer of the Year for 2013 in ERISA Litigation in San Francisco. Brad has been listed as a Top Rated Employee Benefits Attorney in San Francisco by Super Lawyers since 2004. Brad has also been selected by Super Lawyers Magazine as one of the "Top 100 Attorneys" in Northern California in 2007-2009 and 2013-2018.
Michael Davis - Vice President, T. Rowe Price
Breakout II / Session 1 - Topic: Are We Focusing on the Right Elements When Considering What Drives Retirement Outcomes?
Michael Davis is Head of U.S. Institutional Defined Contribution Plan Specialists for Global Investment Services (GIS), the organization responsible for the firm's institutional business worldwide. In this role, he leads the team responsible for expanding the firm's reach and strategic engagement capabilities in the U.S. institutional defined contribution investment-only (DCIO) segment. He is a member of the GIS leadership team and plays a key role in guiding the group's U.S. DCIO strategy. Michael is a vice president of T. Rowe Price Group, Inc., and T. Rowe Price Associates, Inc.
Michael has 24 years of industry experience. Prior to joining the firm in 2016, he spent 17 years with J.P. Morgan, where he ultimately became managing director and head of the western U.S. region for J.P. Morgan Asset Management. In 2009, he was appointed deputy assistant secretary for the U.S. Department of Labor's (DOL) Employee Benefits Security Administration. After four years at the DOL, he joined Prudential Financial as senior vice president and head of stable value and later served as director of institutional client relationships at Calvert Investments.
Klaus Placke - Acting Regional Office Director, Department of Labor
Breakout I / Session 2 - Topic: Department of Labor Regulatory Update
Klaus Placke is the Acting Regional Director for the San Francisco Regional Office of the U.S. Department of Labor, Employee Benefits Security Administration (EBSA). In this capacity, he manages the Civil Enforcement program and the Outreach, Education and Technical Assistance program. Klaus started with the agency in 1998 as an Investigator where he conducted high profile civil investigations concerning prohibited transactions, self-dealing, and prudence violations of the Employee Retirement Income Security Act (ERISA) as well as criminal investigations involving embezzlement and fraud perpetrated on pension and health plans. During his career with EBSA, he held a variety of management positions including Deputy Regional Director, Associate Regional Director, Supervisory Investigator, and Senior Advisor for Criminal Investigations. Prior to working for EBSA, his investigative experience included Medicare and Medicaid fraud, welfare fraud, and child support enforcement.
Tiffany Santos - Director, Trucker Huss, APC
Breakout II / Session 2 - Topic: Governmental Leave Laws and the Impact on your Benefits Program
Tiffany Santos counsels employers and plan sponsors on all aspects of their employee benefit plans, including health and welfare plans, Section 125 cafeteria plans, onsite health clinics, accountable care organizations and qualified retirement plans.
Tiffany assists clients, including corporate entities, multiemployer plans and public association plans, with compliance matters (Affordable Care Act, ERISA, HIPAA, COBRA, Section 125 Cafeteria Plans, onsite clinics, FMLA and sick leave ordinance interplay with employee benefits, Medicare, and state insurance law); administrative and plan design issues; plan, SPD and amendment drafting; IRS submissions; IRS and DOL investigations; and the review and negotiation of service provider agreements, including investment manager agreements. Tiffany frequently makes presentations on health plan matters, including health care reform (Patient Protection and Affordable Care Act of 2010), HIPAA, COBRA, and cafeteria plans, and on investment-related matters, including ERISA’s impact on alternative investments.
